15 steel is a low-carbon steel material, its ductility and plasticity are better, because of its low carbon content (0.12-0.16% in between), so the hardness is relatively low. In addition, because the carbon content of steel No. 15 is low, the parts made of such material during heat treatment to improve their hardness is more difficult.
